The Technology, E-Commerce and media (TECOM) Free Zone is dedicated for companies operating in the technology, communication, and information industries and thus providing the TECOM Offices for their operations in the region. It was established by the TECOM Investments which is a subsidiary of Dubai Holding. The company is dedicated in creating industry clusters for such innovative industries as the media, life, education, the sciences, and ICT.

There are TECOM Offices that are for the various sectors and these can be found in the different zones being managed and operated by the TECOM Investments. These are the Dubai Media City, Dubai Internet City, Dubai International Academic City, Dubai Knowledge Village, eHosting DataFort, Dubai Outsourcing Zone, Enpark, Dubai Studio City, the International Media Production Zone and the DuBiotech. These zones provide the companies with TECOM Offices the necessary technological infrastructure to help them conduct their daily operations.

The TECOM Offices within the Dubai Internet City are geared towards businesses in the information and communications technology (ICT) sector. It is the largest ICT infrastructure in the region and it is located within a free trade zone.

Among the global corporations that currently have operations within the Dubai Internet City are Microsoft, IBM, Siemens, Oracle, Canon, HP, Sony Ericsson, Cisco, and Schlumberger.

The Dubai Media City, on the other hand, is a global media hub with infrastructures dedicated for the companies in the media business. This zone is fast becoming a favorite destination for the post production of major media companies. In answer to this growing demand, new infrastructures and technologies are being installed, including the creation of the Dubai Studio City (DSC). Also included in all of these media infrastructures is the International Media Production Zone which is the world's largest of its kind.

The Dubai Knowledge Village is a 1-kilometre long campus dedicated to learning excellence. There are also human resource development and human resource management centres located within the campus. And related to its goals is the Dubai International Academic City and it is the only free zone dedicated to higher education. Its campus covers about 25 million square feet and has world class educational facilities and amenities that also include a gym, cinema, and restaurants.

There are also TECOM Offices for the business process outsourcing industry and these are located within the Dubai Outsource Zone. Operations such as back office processes, payroll, accounting, web development, engineering and research and development are conducted in these offices.
